what kind of tool do i need?

i have a halo bushed djd rear hub with a 11t cog that i need changed to a 16t
i have been to 6 bike shops and none of the have the right tools
does anybody know what they are?

not a great picture, but it is meant to show that behind the cog there is a flat area in the ring
the area has a double on the opposite side of the ring
its about 3mm wide
my guess is that a tool like this is the one i need, but i would hate to guess wrong
also i dont know if 24mm is the right size
(all the 6 bikeshops made sure that a 22mm is too small)
my other guess is that i also need the kind of tool that has a bit of chain on it, but that should be available in any bikeshop
does anybody know if the tool in the link above is the right one? or is there a specialist tool that i need?

if they were able to tell you that a 22mm cone wrench was too small, they should have been able to get out a measuring device and tell you exactly what size you needed.
