The Norco has the nicest parts, for sure, but no brake(s), and I'm not sure about the geometry of those frames.

I'd probably go for the Norco. The specialized has a pretty nice frame, but the parts are crap. The Chase is pretty good, but I think the fork and the other parts on the norco are better.
