I'm surprised that the bomber didn't ride a fixie. You really want the reliability of a strong chain and reduced chance of drivetrain failure.

Is this about retrieving a stolen bike? If so, a precinct number and/or case number would help the mysterious owner tremendously. Otherwise I suspect a cold call to a general number for the NYPD will end up being a more humiliating and frustrating experience than when the bike was discovered stolen.
