so a totalitarian govt would be the smartest of all? hmm
If you could get away with it yeah. I'm not saying it's good for anyone other than Bush and his cronies. Never confuse smart and good.

Well, first off, did you even bother to look where that article came from? Did you bother to look at what the other side said?
I did. You can find it from multiple sources. Unfortunately, it's hard to look at what the other side said, when it's always "no comment." Not a single readily available conservative news source has mentioned this issue, let alone written an article about it. This has always been their MO (and a smart one, politically):
1. ignore any dissent or negative publicity, as addressing it only makes it credible, until mainstream coverage reaches a critical mass
2. when critical mass is reached...
2a. attack the source
2b. attack your opponents for semi- or un-related issues
2c. dodge questions with stock phrases unrelated to issue
2d. last resort, dispute facts

The closest thing I was able to find for a justification for not releasing it, was someone saying "it's not finished. it's just a draft," which is a glaring contradiction of earlier statements. Additionally, NO ONE has invoked the "it's a security issue" defense.
