I am missing some files on windows 98 when loading, so I tried to reinstall windows 98. It goes through the whole set up thing, but the problems are still there. I would like to be able to delete ALL existing files on this computer and reload win 98 and start from scratch. Is this possible? If so how do I do it.

Yes, this is done fairly easily with Windows 98.

First you need a boot disk. If you don't have one then you can make one by going into Add/Remove Programs, clicking on Startup Disk and Create Disk.

Restart and Boot from the floppy.

At the dos prompt type FORMAT C: /S
This will wipe all the data from your drive. (no going back now)

When you reboot you can boot from either the Win98 CD or from the floppy. If you boot the from the floppy then find setup.exe
Type D: (or whatever letter your CD drive letter is)
Type cd Windows
Type setup
