I reinstalled win98 on an older pc and the fonts are large and wont shrink and the colors are 2 choices black and white or 16. without connecting to the net is there something i need to do or install that will add the 256 colors in and fix my large fonts?

try:
1) control panel>accessibility (options?)
2) control panel>display (options)

He just needs a driver for the video card, as stated above. Resolution is default 640x480 and 16 colors.
