A .ifo file holds the info for chapters, subtitle tracks and audio tracks in a DVD. They don't actually contain any video. The .vob file holds all your actual media files. You need DVD player software like cyberlink powerdvd to play the dvd, and unless you have dvd authoring software you'll get nowhere trying to deal with just the .vob or .ifo files (assuming no css encryption).
