I normally ride with me shorts and some tights over the shorts. However this setup is lacking wind protection in one certain crucial area. Any suggestions to for budget solution? Any recommendations?

I got them for endurance horseback riding and training in the winter then I found that they were most excellent on the bike down into the 20's at keeping the legs and package warm and dry

Its not my feet that are cold.
They better not be wool 
i wear hot chili's under my mtb shorts, it works great, so what if you legs a get a lil numb, its not as bad as plain old shorts. you could always wear shin guards... they block the wind very well.
endurane horse back riding sounds like your making you horse work...
