Is there a third option?

Your assessment of Wintergreen is about right. You can get a lot of runs in so that's a plus. The DH type trails are pretty good. The Freeride stuff is pretty sketchy. Wisp on the other hand is sort of small but the trails that are there are good and well maintained. The lift however is slow and long. Neither is a clear winner in my opinion. If they are your only options, toss a coin.

If your in Front Royal, VA as your profile says, why don't you just go to Snowshoe. It's only 3 hrs from Front Royal.

I haven't ridden at Wintergreen, but I can common on Wisp.

They have done a lot of work at Wisp this year in building new trails. the trails aren't that technical, but they are fast and fun. They have one of the best Dual Slalom courses in the US according to Decline Magazine.

The downside is the lift is real slow. If you have a few guys and a pick-up truck, you can shuttle Wisp a lot faster than riding the lift.

Shut up and ride...
In order of appearance:

Snowshoe (No brainer)
Wintergreen (Fun, short, good lift)
Wisp (fun, real short, Slow lift)

Any of the three would quit frankly be fun. It's about tribe. It's about the ride. So, pick one and ride, you'll have fun regardless.

Cheers!
