Faster and easier just to eliminate the factor from the battlefield entirely. And Ukraine doesn't really have the right kind of assets to necessarily take out a ship. His puffy appearance may be attributed to steroid or other immunosuppressant treatment. Then there is his unwillingness to be anywhere close to anybody; even his own advisors are a cab ride away. I know that in recent years they have leaned towards to a more aggressive standpoint and considered removing that clause.
