XO Type 2 derailleur not "clutching"

Just installed a brand new XO Type 2 short cage rear derailleur, and the clutch mechanism doesn't seem to work. I can get the gears to skip around when bunny hopping out on the street, and when in the stand, there is not much resistance when I push forward on the cage (feels like a non-clutch derailleur). What do I do? Is it defective?

ok, had to get that out of the way.
Doesn't the XO have a button to engage the clutch? Check that, maybe it's just disengageified.

The cage DOES have tension, but it feels like a normal non-clutch derailleur. There's no resistance like you would expect from the so-called clutch gizmo.
