They have had stuff like this for motorcycles for some time now.....

tl;dr are they one time use like an air bag or can you repack them?
it doesn't say but i don't see why not. they are supposed to just open up by having a rip cord open up a container of co2. seems like you could just buy a new container of co2 and replace the rip cord, no?

The good ones are. That way if you accidently inflate your not out all your cash. Chances are though that is you use it during a major crash<Moto seeing thats what they were originally made for> You have killed the bags from sliding.
Rip cord style inflation, uses Multiple Co2's to inflate. Works just like the auto inflatable life jackets. Co2 pack that inflates at a hi rate of speed, with replaceable co2's.
