There are several manufacturers that make a shim for your 31.8 down to a 27.2. If that's not what you want, you can also make a shim yourself from an aluminum can. First, empty the can (your choice of beverage and emptying technique ). With scissors, cut a strip wide enough for the area of your frame that supports the post. Wrap it around the post enough to make up the size diff, and trim til it just slides in there. You do need to be careful as they are damaged easily and won't hold up to a lot of post adjustment. The shim can also get stuck in there, so don't try it if you're squeamish about such things.
