Though looking at Britain I'd say a good, strong race scene gets you the best results.

I see it when I compare local and wc times at local results they are much closer. Hell I remember some locals comming very close to Peaty and the top guys when we hosted euro champs (long time ago). Having been all over central and south America i think its all about exposure and money.
The scene is definitly rising over there and the big boys are beginning to notice if u look at the sponsoring.
Matter of time before they get one of these guys on a factory bike...

Also I wouldn't be as fast to assume that a fast guy from any country will do amazing on the WC circut. Every year there are some riders with great hype behind them that don't live up to the hype.
Also classical wc tracks are way different to most IXS tracks. Leogang is the only common venue and it's 50% a wc track, 50% bikepark. I've heard bad wildbad is nice though.
