I'm guessing it's from center to center, right?

I'm thinking of going with a same length but zero degrees, or close to it (my current stem looks like something from a K-Mart bike - way up there).

Yep, center of the steer tube (or the bolt itself) to center of the handlebar (or the front edge of the stem without the cap piece. Unlike an "effective top tube" measurement, take the actual run, right up the surface of the stem.
