Its called a zero offset stem and its truly dumb. Don't get one unless you plan on riding nothing but flatland. It kills your leverage and a lot of steering feel. Actually, the only thing more useless than any of the things you listed would be if you continue talking.
Zero offset stems have their places, albeit not something you see commonly. Vast majority of bike applications your front end would become twitchy as hell.
And mod bikes are damn fun. You've obviously never ridden one. Or you have ridden one, and were horrible at it
