Sram BB30 and spring washer issues

i'm having difficulty finding the right setup on my sram bb30 force cranks. it says not to torque the non-drive crank so that the spring washer is flat, but instead leave it just barely wavy, but when i do this the crank doesn't seems tight enough, either play in the arm or just very low to zero torque. i tried the bb setup with and without spacers (its a 68mm bb, so it calls for spacers on both sides but it seems to fit better without spacers?) the washer still goes flat at tight torque. am i crazy? this is my first bb30 experience, and it frustrates me, any help?

No spacers on DS, just bearing shield. NDS gets the spacers and wavy washer. Start with 2 spacers and wavy washer. Torque down the crank bolt. If the wavy washer is flat, remove a spacer. Repeat. If wavy washer is barely compressed, add a washer and torque down. Not needing any spacer and still compressing wavy washer is no bueno.

And just so we're straight - you installed the c-clips and full seated the bb bearings, correct?
