OK, I am feeling kinda dumb.............how does one properly attach a THE fender, I get the concept, as you tighten it the rubber 'expands' but my problem is the whole bolt & nut just spins and it doenst compress & expand the rubber, help??

2 options....
Take the rubber widget, and tighten it up a bit in your hand, so it compresses and expands so it fits snug/tightly into the steerer, you make need to hammer/tap it in, but that's what you want. That way, when you tighten it up inside the steerer, the nut wont spin as there's tension on it.
The easy way, is to get a star fangled nut, and tap it in. That's much more permanent, but to me it's easier and sturdy. I did that with my bastard bmx (cheap pimp)
