Lots of other successful dictators, rulers, and kings have done this, and most were eventually brought down by it, either in their lifetimes, or with historical perspective. (But we all know some myths remain)

It isn't Chutzpah, he is communicating that those protesting against him will face violence, but those who oppose violence for him, will be punished.
