What's loose here?

I was just inspecting my bike when I noticed something in the steerer tube seems to be loose.

When I hold my front brake and rock the bike back and forth, there is some play right below the stem.

Here's a crappy illustration:



The allen bolt going through the stem is tight and there doesn't seem to be anywhere else to cram a wrench.

What do I need to tighten? I was hoping to go for a ride after work tomorrow and I don't want this to stop me. I'm sure this is a dumb question but mechanical aptitude is not one of my strengths.

BTW, when you say the top cap bolt is tight, did you loose the stem bolts first?

The proper adjustment for threadless H/S is to loosen the stem clamp bolts around the steerer, then adjust the H/S, then retighten the stem bolts.

Thanks sanjuro - I did what you suggested and it tightened down fine.
