hold the bearing in the cup..the balls should make contact with the inside of the cup and move smoothly...thats as simple as i can say it
that's what I was thinking... so the balls (as opposed to the more solid side that holds the balls) face inward toward the cups/headtube...

That's not always true. I have a pig that the bottom goes in backwards to that and rolls smooth.
What kind of headset? Have you tried going to there site and checking out the tech manuals.
