1 inch steerer problems

Ok, last night when i went to go raise the stem on my road bike, i ran into a little problem. when you loosen the hex bolt inside the stem, it supposed to loosen the wedge in side the steerer tube, right? Well mine didnt. i even took the bolt all the way out, and still no movement.

My question is should i buy a longer bolt that will fit inside the same hole, and bust the wedge outta place with a hammer, or is there something else about it i should know?

just smacking the top of the stem with some wood should work, buty hitting the bolt directly while connected to the wedge is best.

I have a super retarded question!!!

How do you measure a steerer tube? (without taking anything off the bike if possible)

Which explains why I got 9" for my steer tube? lol. I thought you just measure from the top of the crown to the top of the stem?
