Looking at the pic's it seems to me the Destroyer turned across the bow of the freighter.... those container ships can't turn worth a damn, so it's unlikely that it turned into the path of the much more agile warship.

Unless it's war-time, I can't see why anyone would be operating in close proximity to other ships without exercising extreme caution. It's not like they don't have radar and all sorts of NVG equipment.

Word is the Japanese Coast Guard is calling it a case of negligence. As larger less maneuverable ships have right of way, sounds like several Naval officers are up shit creek, unless the navy tries to use their weight to press blame on the freighter.

You're not far off... more spot on actually. Naval ships are piloted by younger sailors. 18, 19, 20. The navigators and spotters, I'm not sure about. But its not like the 2 ships cannot see each other from miles away.
