-Install BB/guide/cranks/chainring
-Put cassette onto wheel
-Install wheel in frame, check derailleur hanger for straightness (even on a new frame) w/ a derailleur hanger gauge/straightener
-Install derailleur onto hanger w/ 5mm allen
-Cut housing to length, install cable + housing but don't tighten cable yet
-Install chain
-Adjust the limit screws so that the derailleur pulleys are parallel with the largest and smallest cogs, respectively
-With the shifter in hardest gear, pull cable so it is tight and tighten cable pinch bolt
-Check cable tension. If the shifts are too slow going to easier gears, dial the barrel adjuster out and vice versa
-Make sure the B-tension screw is as close in as possible w/o any buzzing in the easy gears
-Put cassette onto wheel

Read the instructions that Shimano shipped with the derailer, then read them again. Don't try to short cut any of the adjustments, and be patient.
