What camera do you have? If you can do 2nd Curtain Flash Sync, you could put the blurred light behind the stopped/illuminated rider.

edit: it's an HP Photosmart. I don't think you can, but maybe.

Its an HP photsmart , very basic can't do much

hint: if you want that point and shoot look shoot in green box or M mode with a reasonable shutter speed. otherwise you'll get exposure for ambient light + the flash exposing as it sees fit (as the above)

Toshi, I have 2 of these cameras My daughter dropped this one , and it was malfuntioning and not taking pitures properly, usually when I take them at night it flash goes off and it take a 1/60 sec exposure , last night flash would go off but the shutter was staying ope for multiple seconds. and a bunch of times it just would not take a picture when told too.
