If you want a general answer that is only a guideline, we'd need to atleast also know your inseam. And it's not what your pants say.

I'd recommend buying your first bike from a local bike shop. Don't spend a lot.

I see from your profile you're a student... if you're still growing, definitely don't spend too much money if you'll outgrow the bike in a year.
