can i be scammed by a verified paypal account?

you should be protected AS LONG AS YOU SHIP TO THE PAYPAL ADDRESS.

If a person in maine (that is verified) wants you to ship to utah, DO NOT do this. (or any mismatched address or state) paypal only covers you IF you have proof of shipping to the paypal address, if not, you can be screwed.

PayPal will back the seller on default if its not through Ebay. I sold something on Craigslist through PayPal. The guy ordered the wrong shock size and wanted to return it, he said it was broken (it was not).

Anyway, PayPal closed it right away because they don't resolve disputes over craigslist. Good for me since I was the honest one in this case. But if you do get the wrong thing or something damaged from buying off craigslist you can't get your money back from PayPal like you could with Ebay.

Along those lines I am assuming this is probably a scam then?

Ive bought and sold a lot of items via ebay, and also a lot of items just using paypal. One thing I would suggest if you are selling an item or buying an item is never just send or accept a payment. The seller should create an invoice for the sale, and the buyer should accept and pay that invoice. Dont just paypal someone 200 bucks and say 'payment for rockshox fork'.

I always use an 'invoice' for my purchases/ sales.

If Im selling an item, I will send a 'request for funds' and create an invoice for the item in questions. Lets say Im selling a pair of pedals. I will write up a detailed description of the item ie:

QTY 1: Pair of Shimano 535 SPD pedals, color black, brand new unused condition, includes owners manual, original box, and pedals with cleats. (if there is a specific size for the item, or say its a fork with a 20mm axle, tapered etc. I include each and every one of those details, down to the manufacturer part number for the fork if I can find it.

Price includes shipping (or put a separate price for the shipping).

Then below that, I paste this into each and every paypal sale I do:

Please review item description and terms prior to payment.

No Returns.

Items Will ship via UPS Ground within the USA; UPS Standard to Canada;
USPS Express Mail Intl all other international locations. All non US buyers
please include your phone number with your address for customs info.

All items will be fully insured for purchase price upon shipping.

Item will ship to the address provided via paypal upon payment of this invoice.

Canada and International only: Buyer is responsible for any taxes,
brokerage, duties, customs, fees etc. related to delivery.

Do all of that and you should be pretty safe.
