can i use this tv lcd as a pc monitor

No. Not really. It would look like crap.
The 20PF5120 has a 640 x 480-pixel resolution,
And
Panel resolution : 800 x 600p
it's really using interleaving to paint a 1920 x 1080 picture onto an 800x600 pixel tv monitor. The pixels are going to be a lot larger than on even the worse computer monitor, and at 16 ms refresh time and a 500 cd/m2 brightness and 500:1 contrast ratio it's not a very good monitor even if the resolution was higher.
