I have used RJ Little on ladder racks and stuff but I wouldn't let them do a bike. I read on MTBR about a guy having good luck with the shop in Escondido, sorry don't know the name.

I used some place in Santa Fe Springs, but I can't remember the name
Then there's always Olympic Powder Coating in Orange. I'd probably trust them the most, seeing as they do/did work for Foes and some others I believe.
