Although I don't know this, I would bet this has to do with Cougar Mountain dropping out of the NORBA series. I think NORBA forces people to open up on Thursday (for the touring pros and such) and since Cougar Mountain dropped out, they probably figure they didn't need it anymore.

CMC is still NORBA sanctioned, it just isn't a part of the NMBS series this year. Last minute decision and there for some last minute changes. Since dropping it, some of the events have been cancelled, and now the racing is on Saturday and Sunday only, so inspection has been pushed back to Friday.

The mountain cross is going to be there, not to the extent of a race, but just open for people to enjoy and ride. Bikes Skills is planning on being there to give some pointers and helping out as well.
