dude that sucks hard. How do they lose something like that in transit? There's probably some dude in brown shorts and bad attitude riding your bike around right now. Shenanigans.
As long as it was insured UPS should be covering it. That, or it was a scam and nothing was ever sent?
That said, I have had UPS lose bikes on more than one occasion. They are big and bulky and need to be moved by hand, so more often than not they get put down in a corner and stay there until they put a trace out on it at the sorting center.

The free has a BB that only has room on the face for a ISIS type bottom bracket. Since the cups on external's are a lot larger there is a small raise that needs to be machined away to allow the cups to seat properly. A little more involved than facing the BB.
