Ok so there is this big park with no single track? You enter on a road and then take a left on the road and then a right on the road...Where the hell is the single track? Better yet where are the ramps and jumps?

I went exploring there and all the single track I found had very conspicous "No Bikes" signs. I'm not sure if there is any.

He is referring to portlands forest park. I thought there were some short trails there. go talk to the peeps at fat tire farm....

There is only riding on the fire roads. The wildwood trail is hiking and anything else is illegal. You get's a big fine.

Hit the zoo if you're in that area... There's a bunch of new stuff on that trail.

Don't go ask at fat tire farm, they deny that any riding exists at forest park. I don't know what you mean by "ramps", but there's some dirt jumps by the zoo if you can find them. There's also some good trails down the hill and various hits and gaps along the way. Find someone who can show you, that'd be the best way to find stuff.
