When I filled out my SF 86(s), I disclosed every damn contact beyond casual that I had with any foreign national. The fear of the FSM was put into us if we didnt, anything from failure to get cleared (Resulting in loss of job...) to jail time was a possibility if the background investigators found something we hadnt disclosed. Apparently Jeff didnt get the same brief..
