NPR interviewed a former CIA spook who spent his career in Russia. He said that the majority of the staff is Russian and the State Department would cut back on the Russian staff and wouldn't even touch the American staff. He also noted that he always assumed that every Russian staff member was reporting back to the Russian government. So in a way, the Russians are losing a significant chunk of their visibility into US operations. What will hurt the US is the ability to operate efficiently with the remaining smaller staff.
