Ghetto-tubeless problem...bead won't "seat"

Brand new Aircorp rim and 2.7 Minion tire.
Using compressed air at the gas station....the bead won't seat and seal up.

The rear aired up no problem (same rim, 2 runs on the 2.5 Minion prior to doing this)

I don't really see how putting the sealant in prior to the initial air up will help...but is that what I should try then?
Or I was thinking perhaps mount up the tire with a conventional tube and break it in with a few runs, making it a little more flexible, like the rear.

(I'm working with the instruction that you air it up and seat the bead THEN deflate and put in the sealant)

stan's, i guess. If so, READ CAREFULLY. Take the valve core out. You can do this with presta and schraeder. It is recommended to use the Stan's rimstrip also. Between the rimstrip and removing the valve core, the tire WILL seat. Just stick your finger over the valve hole and let it sit for a second, then replace the core and ride on.
