Sliding dropout lets you do either. Until sliding dropouts came around, your only choices were horiz. or vertical with tensioner or EBB.jacksonpt said:

exactly...the regular horizontal dropouts are a piece of metal which is static. you can change the position of the axle in the dropout, but if there is no hanger to move w/ the axle.

Horizontal dropout isn't really the right name. It's what a track fork end has come to be known as in the SS world.
The hanger on a horiz. dropout is fixed, if it even has one.
With a sliding dropout, the hanger moves with the wheel.
