Heads up everyone, I think there's a Paypal scam on the loose right now

I got the message below about my account and followed it to see what's up. The first weird thing I noticed was it bitched at me about my login/password being only letters and numbers (mine has other characters). Next, when it did let me in, it acted like I was a completely new member asking for my addy, phone, and most importantly a password. This, plus the fact that the URL was pointing to either an Austria or Australia country code kinda made me really suspect it's a scam. So, I went and re-password my account and notified Paypal support.
Anyway, below is the message I received. The link won't work in this form (and will actually take you to the right place). But I've also included where it was actually pointing to as well for everyone to check out.

Anything you receive that says "Dear Member" or "Dear User" or something of that nature, without your name in the heading, is fake.

Not 100% sure but I think most organizations (especially financialy based) will never ask you to click a link in your e-mail. I think if they do it is almost gauranteed to be a scam.
Generaly they ask you to log into you account seperately to address any issues you might have.
