Greetings!

My sister told me that her front suspension fork is rocking from side to side and when I checked it out the fork has quite a bit of side to side movement where the stanchions enter lowers. Does anyone know what is the cause of this movement and how to fix it.

Sounds like the bushings are worn.
A quick Google search shows that $30 to $50 fork, so not too bad if you want to replace it. Looks like that was also subject to a recall a few years ago. Definitely check it out for safety's sake.
