If you can just save up a little more money, the best el cheepo bike I've ever seen is the Scattante R660 from Supergo. 17.4 pounds and Ultegra 10 speed. Freakin amazing deal.
Also, Felt bikes make some unbelievably cheap bikes that are pretty damn good.
for 800$ you're lookin at a 20 pound shimano 105 bike. NOT a great climber, but will go up hills very well if you are a great climber.
Don't worry about whether a bike is a good climber or not. At that price point, just look for the best fitting bike... unless you're doing short TT climbing races.
I'm a big fan of the Specialized Allez line the last 2 or 3 years. Its a fast frame and you have a good variety in position set up. Most of the time you end up with less of a saddle to bar drop though you can just move the stem down a few spacers for a more agressive fit. I would also look at Cannondales to see if you can get a caad5 frame now for that price range. Thats a great climbing and fast training ride frame which is worth upgrading parts on in the future.
