Thats also how I read it. The only thing that made sense to me is that there must be some kind of connection with being responisble for a death while commiting a crime? IE if they hadn't been robbing the place the cops wouldn't have had to shown up and shot the poor bastard. Seems like a stretch to me but since a cop can never be wrong.........

My only guess is that this district is very very conservative.
