i just picked up a 96' rock shox judy xc fork at my local bike shop for $50 bucks they have never been used but have been at the shop for a while, i put it on my bike and they seem really stiff, so i took out top and it isnt even a spring, it is like 5 hard foam cylinders. are these shocks supposed to be stiff? can i somehow soften them up? or should i just try to return them at my shop?

The foam cylinders are called elastomers. The only way to make it less stiff is to replace the elastomers... and it may be exceptionally stiff because the elastomers are shot.

I hate to say it, but I'd return it. For $50 more you could buy something pretty decent in the used market.
