How do you guys determin a stiff fork. Is it a harder spring weight / air pressure or more compression damping?

I have a float r and have always been running 130-160 psi. Its hard to compress, but it also still moves alot in the first inch.

Should i add more compression damping? (I know a guy at fox that can help me with the compression)
