I'm 6'4" and I ride an eastern thunderbird frame with a rigid fork, deity stem and atomlab 3" rise bars. Fits me well, it might be a tad short, but once you ride it for a bit, you adapt. The size of the frame certainly doesn't hold me back.

I'm also 6'6" and I ride a Macneil Deuce Deuce BMX frame that has a 22" toptube with 8.25" high bars, a topload stem and an inch of spacers.
22" is the perfect length TT for me with 20" wheels.

22" TT on a bmx is totally different from 22" TT on an mtb...
Yup - you've got to factor in the head & seat angles.
Steeper head angles meant more room (bars further forward) & visa versa
Steeper seat angles mean more room when standing (feet further back)
Slacker seat angles mean more room when sitting (seat further back)
Hope this makes sense.....
Typically BMXes have 74-75degree head angles and 69-72degree seat angles (with 71 being the norm),
whereas MTBs have 69-72degree head angles and 69-74degree seat angles & obviously these are affected by the length of fork your running....
I have a 24" Toptube on my crappy runabout MTB and it actually feels more cramped to ride than my BMX - which just goes to show how much these angles affect the feel/handling of a bike.

Here's my deuce deuce with 9" rise SOLID Roseanne bars....
9"s might sound strange...but they feel pretty good on this bike. you can run a front loader stem slammed all the way down..

Wow - that is one beautiful Deuce cmc, my first deuce was that colour - love it.
I'd love a set of 9" bars on my bike but there not readily available in the uk - i'd run em with a profile push and loadsa spacers though!!!
In fact - i'd quite happily rock a set of 10" bars.....
