Thinnest tire on a 19mm wide rim (internal)

Title pretty much sums it up, looking to run a set of rims on my roadie/all arounder that has 19mm wide rims (internal width) charts say dont dip below a 28c, heard chatter that 23c and up are fine? were they referring to outer width? (which would then probally have more liike a 17mm inner width Im assuming)

Ide actually be looking to ideally run either a 23/25c tire or a 25/28c, but I dont want to pinch flat and if the rims spreads out the tire, in my head it would seem like it would then make the contact patch wider and thus negating the point of rolling a thinner tire.
