i should be more cautious to whom i attribute the expectation: it's p.m. brown, and he's on his heels for it.

I heard the opposite. Slashing it down to 15, this also has some people upset.

Personally I think Brown is the best person to have at the helm during this mess.

The PM admitted ministers considered increasing VAT to 18.5%, or higher, but had now rejected such a move in favour of a VAT cut funded by borrowing.
