it's just something for the electronic timing at races. a lot of motorsports use things like that. if you look on motoGP bikes they have the same thing. Think of it as a freelap timer, instead of it being a watch, it's that thing.
I like Luke's first answer... I'd modify it to say, it's a nitrous oxide delivery system for the hidden engines they all carry within the tubes of their frames. Mostly in the bottom bracket area. It all started with the G-Cross Honda bikes.
