edit: Also, have you ever heard of server logs? Should be pretty easy for a DA to get a subpoena to get your internet provider to cough up your data. Funny you mention broken windows. I remember as a little kid, Jimmy Carter came to visit the Bronx, my home. He talked about the sweeping changes in the South Bronx. What I remember is seeing the cement filled windows of burnt-out tenements being covered with fake window posters.
Giuliani did not fix a minor problem in NYC. Maybe in your neighborhood, the homeless guy is a nuisance. In NYC, it was a huge blight that there was no end in sight. Until Giuliani became mayor.
I am not sure what authorities you are talking about. Giuliani, who was also the Liberal Party candidate for mayor, is probably a pariah in the Republican Party.
