OK, so I'm kind of dumb. I got some new Bars and a stem, and while I had my fork off, I am cleaining and re-greasing my headset. Now comes the part of me being dumb.

I dont know which side of the bottom bearings goes toward the cup. Its an FSA pig headset, if that matters.

Is it the side with the bearings exposed (I'm pretty sure its this side)

Or the side with the bearings partly covered?. Which way is up?

I think the part thats partially overed goes towards the inside of the cup and the bearings face out...can't quite remember but that seems to make sense to me(i have 2 pigs)

Yea thats it because on one of my headsets, my friend was installing the fork and put them in bearings towards the cup and hte partially covered side facing outwards on the lower cup, and it must've spread it out a bit because i have to run it that way now or the bearings fall out when i pull them out of the cup....

Cool, Thanks. I got it now, It makes sense that the ball bearings would go toward the race. Told ya I was dumb
