I found this in Wikipedia about Specialized:

Innovations such as the tri-spoke timetrial/triathlon wheel (in conjunction with Dupont), made famous by Lance Armstrong and the U.S. Postal Service Pro Cycling Team, this wheel is currently manufactured by HED Cycling

I though Steve Hed developed that wheel...

No specialized spent a HUGE some of money with Dupont to design that wheel, like 3 mil I think. Specialized didn't really sell any of them, they were focused on MTBing at the time as the road market was dead. The sold the design to Steve, who still uses same factory in Spain as specialized to make them. Steve bought the wheel design because he was so impressed with it.
