Story may be true but it doesn't mean the picture is. Shadows don't look right and the one airborn guy on the left has dust near him just like underneath the car. The dust getting kicked up by the car has a very defined edge like it was cut out of a picture of a car driving down a dirt road.

Another site with the expanded frame of the photo shows what looks like the Mexican police car had swerved out of the way. Not saying it was intentional, but if the cop car had taken the brunt of the collision, maybe it would have only been some injuries and no deaths.
Drunk drivers suck period, not just because this one happened to hit cyclist.

Or the drunk driver could have been in the other lane, and the cop swerved to stop him, but the drunk driver woke up, got frightened, and swerved back to the other lane. The way the cars are both slightly leaning away from each other means they both swerved.
